Clive Palmer walking on water?

Surprise! surprise! Both the Federal and Queensland state governments have granted Clive Palmer's Waratah Coal company the go ahead with development of the massive China One coal mine and rail infrastructure in the ecologically sensitive Galilee basin. Strings are attached, but will they be rigorously enforced?

One can't help but also ponder the 'Quid pro quo' (if any) needed to swing the deal!
