All the shock-horror ads on TV, road-side electronic and graphic signage warnings plus regular full-page ads in the print media notwithstanding ... the ever climbing body-count continues on Victorian roads ... with I dare say, comparable figures in other jurisdictions.
Clearly, the 'at risk' element is either not absorbing the messages, or lacks the common sense to identify themselves as part of the problem(?)
