From what possible reasonable standpoint can a round-trip Melbourne-Geelong-Melbourne (for a bun-fight) justify expenditure of $5000 of tax-payers' money?
Repaying the amount does not explain why any person holding public office might think such expenditure of other peoples' money might be within the rules!
