Never ever or 'Never never'

The Tax white paper ominously mentions review of the G.S.T. which was originally introduced in 2000 amid a fanfare of propaganda assuring punters that its basic parameters would 'never ever' be altered without a mandate to do so.

Should change be promoted after consideration of the white paper... will the 'never ever' proviso be honored?
